Most consumer debt suits in Knoxville start in Knox County General Sessions Court. The civil warrant gives the date to appear. Since July 1, 2024, a plaintiff suing on a consumer debt there must file certain information with that warrant. Before a default judgment, it must also show its right to collect and records that prove the debt. Real cases belong in front of a legal aid attorney.

The Knoxville office serves Knox, Loudon, and Sevier counties. Income limits apply.

The answer turns on the caller. The Tennessee Collection Service Act covers outside collection agencies and debt buyers, and they need a state license. A store or clinic collecting its own account in its own name is outside that act. The Collection Service Board can look at a complaint about a licensee. It cannot order a refund.

A creditor with a court judgment can ask for a garnishment, and a bank can be the garnishee. Since April 2025, a bank in that spot has two business days after it gets the papers. In that time it must check for funds and place a hold. It must also send the account holder a copy of the papers. Real cases belong in front of a legal aid attorney.
